Clark Township Board of Trustees Regular Meeting October 20, 2005 7:00 p.m.
Call to Order and Pledge of Allegiance: 7:04 p.m.
Trustees Present: Cruickshank, Leach, Hudson, Carpenter, Nordquist. Hudson amended the agenda to add #12B to approve the special assessment tax roll for 2005. Carpenter supported. All Ayes. Motion Carried.
Consent Agenda: Approve Minutes: September 15 minutes. Pay Bills: General Fund: $16,450.64, Sewer Fund: $23,526.02 Nordquist motioned to accept the Consent Agenda as presented. Carpenter supported. Roll Call Vote: Ayes: Cruickshank, Leach, Hudson, Carpenter, Nordquist. Motion Carried.
Hudson motioned to adopt Design #1 as the Recreation Park Special Design Concept for Clark Township. Leach supported. Roll Call Vote: Ayes: Leach, Hudson, Nordquist, Cruickshank, Carpenter. Motion Carried.
Leach motioned to allow the Recreation Committee to go ahead with contacting Capital Consultants to get the Bid Packet ready to go out regarding rock and stump removal for the recreation park and to put it in the paper. Carpenter supported. Roll Call Vote: Ayes: Cruickshank, Hudson, Leach, Nordquist, Carpenter. Motion Carried.
Leach motioned to advertise for interest for a citizen’s committee regarding hi-speed internet in Clark Township. Hudson supported. All Ayes. Motion Carried.
Hudson motioned to act as the applicant and fiscal agent for a grant proposal for the library for Tribal 2% money. Cruickshank supported. Roll Call Vote: Ayes: Cruickshank, Carpenter, Hudson, Leach, Nordquist. Motion Carried.
Hudson motioned to table the off road vehicle resolution until the next regular board meeting. Leach supported.
Hudson motioned to have Paul Routhier of C-6 Business Solutions come on Monday and Tuesday, October 24 and 25 and make the corrections for the computer network specified in his proposal. Cruickshank supported. Roll Call Vote: Ayes: Nordquist, Hudson, Leach, Cruickshank, Carpenter. Motion Carried.
Hudson motioned to support the idea of providing information to property owners. Cruickshank supported. All Ayes. Motion Carried.
Hudson motioned to talk to Edison Sault to see if they can provide the street lights for Cedar Rd., Nye Rd. and from Nye Rd. to M-134 at no charge and the township will pay for the electricity. If there is a charge and they do not have sufficient poles, we’ll come back to the board with that information and make our decision at that time. Carpenter supported. All Ayes. Motion Carried.
Hudson motioned to lower the ballast on the street light opposite of Nathan Harrison’s house, keep the other one reserved for someone else that might require one or replacement for the next one that burns out and then budget to change the rest. Cruickshank supported. All Ayes. Motion Carried.
Hudson motioned to accept the Mathew’s Excavating bid for snow plowing. Carpenter supported. Roll Call Vote: Ayes: Carpenter, Cruickshank, Hudson, Leach, Nordquist.
Hudson motioned that the Town Board take the initiative and appeal a lot split issue to the Zoning Board of Appeals. Nordquist supported. Roll Call Vote: Ayes: Cruickshank, Carpenter, Hudson, Leach, Nordquist.
Nordquist motioned to amend the policy for mileage from 35 cents per mile to 42 cents per mile. Leach supported. Roll Call Vote: Ayes: Cruickshank, Carpenter, Hudson, Leach, Nordquist. Motion Carried.
Hudson motioned to spend up to $3,000 to bring these experts together for a work session to correct all the sewer issues. Leach supported. Roll Call Vote: Ayes: Leach, Hudson, Nordquist, Cruickshank, Carpenter. Motion Carried.
Nordquist motioned to give Hudson the authority to contact everyone and make an appointment for a new member to the Sewer Board. Cruickshank supported. All Ayes. Motion Carried.
Carpenter motioned to accept the sewer special assessment roll as presented. Cruickshank supported. Roll Call Vote: Ayes: Cruickshank, Carpenter, Hudson, Leach, Nordquist. Motion Carried.
Hudson motioned to enact a policy that requires all persons who apply for a land use or zoning permits, that by their application, they grant permission for the Zoning Board, Planning Commission and building and zoning inspector to have access to that property and that also they must provide directions and descriptions to the locations. Nordquist supported. Roll Call Vote: Ayes: Carpenter, Cruickshank, Hudson, Leach, Nordquist. Motion Carried.
Leach motioned to give Hudson permission to advertise for Planning Commissioner candidates in the St. Ignace News. Cruickshank supported. All Ayes. Motion Carried.
Nordquist motioned to advertise in the St. Ignace News for an open house from 4-7 on November 2, not to exceed $50. Cruickshank supported. Roll Call Vote: Ayes: Cruickshank, Carpenter, Hudson, Leach, Nordquist. Motion carried.
Nordquist motioned to adjourn. Cruickshank supported. Meeting adjourned at 10:30 p.m.
