St. Ignace City Council Meeting Minutes Council Proceedings (Official) The regular meeting of the St. Ignace City Council was held on Monday, March 6, 2006 in the Council Chambers of the Municipal Building. At this time, City Clerk Vonderwerth administered the Oath of Office to the newly elected Mayor, Paul Grondin. The meeting was called to order at 8:05 p.m. by Mayor Grondin with the Pledge of Allegiance. Councilmember Wyse gave the invocation. Present: Councilmember Gustafson, LaLonde, Tamlyn-Massaway, Wyse, Mayor Grondin. Absent: Councilmember DellaMoretta. (Excused by Council). Staff Present: Eric Dodson, City Manager; Prentiss M. Brown Jr., City Attorney; Renee' D. Vonderwerth, City Clerk; Gene Elmer, Assessor/Treasurer; Tim Matelski, Chief of Police; Les Therrian, Director of Public Works; Phil Hinkson, Recreation Director; Bucky Robinson, Fire Chief. Minutes of the Regular Meeting of February 20, 2006 were approved as presented. At this time, Mayor Grondin thanked all the candidates for participating in the recent election, stating that he felt it was a positive election in which everyone was able to give their opinions and share their ideas and added he is looking forward to working with the current Council and encouraged the non-elected candidates to continue to be involved. Additions to the Agenda: CouncilmemberWyse - Request. Councilmember Tamlyn-Massaway - Inquiry. 1. GIRL SCOUT COOKIE SALE KICK-OFF: Girl Scout Troop #104 presented Mayor Grondin and the Councilmember's with a box of cookies to kick off the annual Girl Scout cookie sale, which begins on March 11, 2006. Mayor Grondin and the Councilmember's thanked Girl Scout Troop #104 for their presentation. 2. COUNCILMEMBER VACANCY DISCUSSION: Mayor Grondin stated that a couple letters of interest regarding the vacant council seat have been received and requested Council's direction on how to proceed. It was moved by Councilmember LaLonde, seconded by Councilmember Gustafson to advertise the vacancy and accept letters of interest with a deadline of March 26, 2006. Motion carried. Councilmember Tamlyn-Massaway voted against the motion. 3. RECIPROCAL FIRE PROTECTION AGREEMENT: City Manager Dodson presented a reciprocal fire protection agreement between the City of St. Ignace and Village of Mackinaw City for Council's approval. It was moved by Councilmember LaLonde, seconded by Councilmember Gustafson to approve the agreement between the City of St. Ignace and the Village of Mackinaw City. Motion carried unanimously. 4. WELCOME CENTER UPDATE: City Manager Dodson informed Council that he met with MDOT regarding the new welcome center proposal and updated Council on the status of the project. 5. MICHILIMACKINAC HISTORICAL SOCIETY GAMING LICENSE RESOLUTION: LOCAL GOVERNING BODY RESOLUTION FOR CHARITABLE GAMING LICENSES: At a Regular meeting of the St. Ignace City Council called to order by Mayor Paul Grondin on Monday, March 6, 2006 at 8:00 p.m. the following resolution was offered: Moved by Councilmember Gustafson and supported by Councilmember LaLonde: That the request from Michilimackinac Historical Society of St. Ignace, County of Mackinac, asking that they be recognized as a nonprofit organization operating in the community for the purpose of obtaining a charitable gaming license, be considered for approval. Roll Call Vote: Yes: Councilmember LaLonde, Tamlyn-Massaway, Wyse, Mayor Grondin, Councilmember Gustafson. No: None. Absent: Councilmember DellaMoretta. Resolution declared Adopted. Consideration of Bills: There were no considerations at this time. 7. COUNCILMEMBER WYSE - REQUEST: Councilmember Wyse requested to be excused from the next Regular Council meeting on March 20, 2006. It was moved by Councilmember Gustafson, seconded by Councilmember LaLonde to excuse Councilmember Wyse for the March 20th, 2006 Council Meeting. Motion carried unanimously. 8. COUNCILMEMBER TAMLYNMASSAWAY - INQUIRY: Councilmember Tamlyn-Massaway inquired on the Youth Alcohol Enforcement Grant and asked Police Chief Matelski what he would be doing with the grant. Chief Matelski stated that the grant covers overtime for the officers. At this time, Councilmember Tamlyn-Massaway requested the police department to put on a mock accident at the school before the prom in April. At this time, City Attorney Brown, referring to the letter in the packet from Community Action Human Resource Authority, clarified that the senior housing project will be located in St. Ignace not Sault Ste. Marie. In addition, City Attorney Brown clarified the election process as stated in section 5.7 of the City Charter. Public Comment: Richard Oliver commented that he appreciated Council's decision to accept letters of interest for the council seat vacancy, as it gives all interested citizens, as well as past non-elected candidates the opportunity to apply.
