St. Ignace City Council Meeting Minutes Council Proceedings (Official) The regular meeting of the St. Ignace City Council was held on Monday, July 2, 2007 in the Council Chambers of the Municipal Building. The meeting was called to order at 8:00 p.m. by Mayor Grondin with the Pledge of Allegiance. Councilmember Wyse gave the invocation. Present: Councilmember Della- Moretta, Fullerton, LaLonde, Tamlyn-Massaway, Wyse, Mayor Grondin. Absent: Councilmember Gustafson. It was moved by Councilmember LaLonde, seconded by Councilmember Wyse to excuse Councilmember Gustafson from the Council Meeting. Motion carried unanimously. Staff Present: Eric Dodson, City Manager; Prentiss M. Brown, Jr., City Attorney; Renee' Vonderwerth, City Clerk; Les Therrian, Superintendent of Public Works; Tim Matelski, Chief of Police. Minutes of the Regular Meeting of June 18, 2007 were approved as presented. Additions to the Agenda: 6. City Manager - Bid opening/Water Plant roof. 7. Mayor Grondin - "Movies under the Stars". 1. WATER TOWER REPORT: Les Therrian updated Council on the status of the progress for the repair of the water tower, stating that Dixon Engineering and Pittsburg Tank have agreed on a repair, Pittsburg Tank is scheduled to start the repairs on Monday July 9th, and Dixon Engineering will have an engineer on site during the process. Brian Schlehuber voiced his concerns regarding the issue and strongly urged Council not to agree to just any kind of fix but go above and beyond and not allow it to be done cheaply. City Manager Dodson stated that Dixon Engineering has been in contact with Dr. Schlehuber and the City is continuing to work toward accomplishing the goal of a quality repair. 2. NEW PAINTBALL REQUEST: City Manager Dodson informed Council that the Paintball committee is requesting the City to consider allowing a "Speedball" course at the old baseball diamond at McCann field, however since there is no representative from the Paintball committee present, this item will be postponed at this time. 3. MARINA DIRECTOR REQUEST: City Manager Dodson stated that at the last meeting, Eugene Elmer discussed the installation of a power washer for the lighthouse, adding that after reviewing the budget he felt it fit well under the qualifications of the donations and requested Council's approval to purchase the power washer at a cost of $781.00. It was moved by Councilmember Wyse, seconded by Councilmember Fullerton to approve the purchase of the power washer with the donated money. Motion carried unanimously. 4. MAYOR EXCHANGE RECAP: City Manager Dodson commented that he felt that all the members that attended the Mayor exchange experienced a great opportunity to see and learn about how other communities approach and do things. In addition, the information that was gleaned, and the relationships that were established made it a valuable experience. Mayor Grondin gave an overview of the days activities in Mackinaw City and St. Ignace, stating that it went real well. Also at this time, he presented Council a picture of the Mackinac Bridge which he received from Mackinaw City and requested it be hung in the Council Chambers. In addition, Mayor Grondin read a letter received from the Village of Mackinaw City expressing their appreciation and thanking the City for the opportunity for the long overdue exchange with the City of St. Ignace. 5. INSURANCE COMMITTEE RECOMMEDNATION: City Manager Dodson informed Council that the Insurance Committee met to review the liability insurance proposals received from MMRMA and MML and recommended to continue coverage with MMRMA for an annual amount of $87,643. It was moved by Councilmember Della-Moretta, seconded by Councilmember LaLonde to accept the committees' recommendation. Motion carried unanimously. 6. MAYOR GRONDIN - "MOVIES UNDER THE STARS": Mayor Grondin commended City Manager Dodson for doing a great job setting up "Movies under the Stars" and expressed his hope for a successful turnout both nights. At this time, City Manager Dodson thanked Les and his crew, and Gina Della-Moretta for creating the awesome ads that will run before the show, adding that they were done very professionally. In addition, City Manager Dodson thanked all the sponsors that came together and supported this event which made it a cost free activity for the community. 7. CITY MANAGER DODSON - BID OPENINGS/WATER PLANT ROOF: City Manager Dodson stated that at the last meeting roofing bids were approved for the water plant, adding that three have been received. At this time, Mayor Grondin opened them and reported the following results. Wilcox Construction in the amount of $20,000; materials $7000, labor $11,000 and dump fees of $2,000. Huskey Construction in the amount of $20,620 including disposal with tear and $17,120 without tear off. Cryderman Builders in the amount of $21,700; labor and materials $14,000, removal and waste management $7,700. Les Therrian requested that they be reviewed by the City Manager, City Engineer and himself and report back to Council with a recommendation at the next meeting. Consideration of Bills: Councilmember LaLonde inquired on the bill from Mackinac Plumbing, asking if it was related to the sewer problem. Les stated that it is related, and the bill is for a check valve to eliminate it from happening again. In addition, Councilmember LaLonde inquired on another bill from Mackinac Plumbing, asking if it was another sewer backup. Les Therrian stated that it is a broken sewer lead and will be fixed when they dig up the road for the 2008 sewer project. Public Comment: There were no comments at this time.
