St. Ignace City Council Meeting Minutes

The regular meeting of the St. Ignace City Council was held on Monday, April 16, 2007 in the Council Chambers of the Municipal Building.

The meeting was called to order at 8:00 p.m. by Mayor Grondin with the Pledge of Allegiance.

Councilmember Gustafson gave the invocation.

Present: Councilmember Della-Moretta, Gustafson, LaLonde, Tamlyn-Massaway, Wyse, Mayor Grondin.

Absent: Councilmember Fullerton. (Excused by Council).

Staff Present: Eugene Elmer, Acting City Manager; Renee' Vonderwerth, City Clerk; Les Therrian, Superintendent of Utilities; Tim Matelski, Chief of Police; Paul Sved, Bldg. Insp, Deb Evashevski; DDA Director.

Minutes of the Regular Meeting of April 2, 2007 were approved as presented.

Additions to the Agenda: 8. Mayor Grondin - Public Hearing date.

At this time, Mayor Grondin postponed items number 3 and 4 on the agenda.

1. HEALTH INSURANCE PROPOSAL-MAZZALI INSURANCE:

Mayor Grondin introduced Jennifer Michelin from Mazzali Insurance Agency, who presented Council with a HSA Felx 2 Health Plan option in an effort to secure her agency to handle the City's health insurance. After addressing questions and comments, Council thanked Jennifer for her presentation.

2. ADOPTION OF ORDINANCE #611 - SIGN ORDINANCE:

It was moved by Councilmember Gustafson, seconded by Councilmember Wyse to adopt Sign Ordinance No. 611. Motion carried unanimously.

3. BUS STATION REPORT: This item was postponed.

4. WATER TOWER REPORT: This item was postponed.

5. MICHIGAN EMERGENCY MANAGEMENT ASSISTANCE COMPACT/RESOLUTION:

Resolution

The following Resolution was offered for adoption by Councilmember LaLonde, supported by Councilmember Wyse:

WHEREAS, the State of Michigan Emergency management Act, Act 390 of the Public Acts of 1976, as amended MCL 30.401 et. seq. authorizes the State and its political subdivisions to provide emergency aid and assistance in the event of a disaster or emergency; and

WHEREAS, the statutes also authorize the state to coordinate the provision of any equipment, services, or facilities owned or organized by the State or its political subdivisions for use in the affected area upon request of the duly constituted authority of the area; and

WHEREAS, the Resolution authorizes the request, provision, and receipt of interjurisdictional mutual assistance in accordance with the Emergency Management Act, Act 390 of the Public Acts of 1976, as amended among political subdivisions within the State;

NOW, THEREFORE, BE IT RESOLVED, that in order to maximize the prompt, full and effective use of resources of all participating governments in the event of an emergency or disaster, the St. Ignace City Council hereby adopts the Michigan Emergency Management Assistance Compact which is attached hereto and incorporated by reference.

Roll Call Vote:

Yes: Councilmember LaLonde, Tamlyn-Massaway, Wyse, Mayor Grondin, Councilmember Della- Moretta, Gustafson.

No: None. Absent: Councilmember Fullerton. Resolution declared Adopted.

6. COMMEMORATION OF CITYATTORNEY'S 50 YEARS OF SERVICE:

Mayor Grondin recognized City Attorney, Prentiss M. Brown, Jr., for his 50 years of service

and presented him with a plaque of the minutes of April 22, 1957 when Mayor Phillips appointed him as the City Attorney. Mayor Grondin also presented him with a plaque in honor of his 50 years of dedicated service representing the City of St. Ignace, stating that his invaluable advice and friendship are treasured and the City hopes to enjoy many more years of his unique sense of humor.

City Attorney Brown voiced his appreciation for the accolade from the Mayor and Council, adding that a sense of humor is an important attribute in administrative positions. In Addition, City Attorney Brown stated that it has been interesting to work with all the citizens who have taken the initiative to put their names on the ballot and run for Council and Mayor seats, as it is important and benefits the community.

Mayor Grondin invited everyone for coffee and cake after the meeting.

7. REMINDER: 7:00 P.M. MEETING MAY 7, 2007

Mayor Grondin reminded Council of the time change for the next Council Meeting, which will start at 7:00 p.m. and not the usual time of 8:00 p.m.

8. MAYOR GRONDIN - PUBLIC HEARING DATE:

Mayor Grondin requested Council to set a Public Hearing date to receive comments on the Fort de Buade Museum issue. It was moved by Councilmember Gustafson, seconded by Councilmember Tamlyn-Massaway to set the Public Hearing for May 7, 2007 at 8:00 p.m. Motion carried unanimously.

Consideration of Bills:

Councilmember Gustafson, referring to the bill from Rehmann Robson, inquired when an audit committee would be held. City Clerk Vonderwerth stated that a meeting is in the process of being set up for the week of April 23rd.

Public Comment:

At this time, Cheryl Schlehuber encouraged Council to consider getting real tennis nets for the city tennis courts this year.

Also at this time, Eugene Elmer commented on how fast the snowstorm went away and that the marina will be opening on Friday April 20th and they will have their first boat coming at 9:00 for fuel.
