Clark Township Board Meeting Minutes September 20, 2007 7:00 p.m. Call to Order and Pledge of Allegiance: 7:00 p.m. Trustees Present: Nordquist, Lofdahl, Hudson, Leach, Carpenter. Hudson moved to amend the agenda to include the Fire Dept. Fundraiser Request under Committee Reports, New Business #10 EUPNTA/Forest Service Grant, #11 Budget Amendments, #12 Sewer Info onWebsite, #13 Road Agreements New Procedures, and #14 Rec Committee Bills. Lofdahl supported. All Ayes. Motion Carried. Consent Agenda 1. Approval of Minutes: Regular Meeting August 16; Special August 20 2. Approval of General Fund Bills of $17,851.87. 3. Approval of Sewer Fund Bills of $3,215.43 4. Letter of Support for EUP Regional Planning & Development Carpenter moved to approve the Consent Agenda as amended with the General Fund Bills in the amount of $17,851.87 and the Sewer Fund Bills in the amount of $3,215.43. Leach supported. Roll Call Vote: Ayes: Nordquist, Lofdahl, Hudson, Carpenter, Leach. Motion Carried. Hudson moved to sign the Letter of Understanding with the Les Cheneaux Community Foundation in support of our understanding of funds being raised for the Recreation Park and also the Bike Path Project. Carpenter supported. Roll Call Vote: Ayes: Nordquist, Lofdahl, Hudson, Carpenter, Leach. Motion Carried. Hudson moved to enter into Lease Agreement for the DPW Radios with a $1 buyout for $241.31 per month for 12 months for a total of $2,896.72 plus $1. Nordquist supported. Roll Call Vote: Ayes: Leach, Carpenter, Lofdahl, Hudson, Nordquist. Motion Carried. Hudson moved to table a decision on the Building Inspector & Zoning Official job description. Leach supported. All Ayes. Motion Carried. Lofdahl moved to approve the Hessel street lights contingent on State funding. Leach supported. Roll Call Vote: Ayes: Nordquist, Hudson, Carpenter, Lofdahl, Leach. Motion Carried. Hudson moved to have Nordquist advertise the ambulance in The St. Ignace News for one week, the Soo Sunday for one week, the Green Sheet for whatever package deal they have and stated "All Reasonable Bids Will Be Considered." Lofdahl supported. Hudson withdrew. Lofdahl moved to put the ambulance for sale on E-Bay with a minimum bid of $4,500. Nordquist supported. Roll Call Vote: Ayes: Leach, Carpenter, Hudson, Lofdahl, Nordquist. Motion Carried. Hudson offered the DEQ Bottom Lands resolution for the Koster filled bottomlands as written. Carpenter supported. Roll Call Vote: Ayes: Nordquist, Lofdahl, Hudson, Carpenter. Nays: Leach. Motion Carried. Lofdahl moved to adopt the Sewer Board Recommendations for next year. Leach supported. Roll Call Vote: Ayes: Nordquist, Hudson, Carpenter, Leach, Lofdahl. Motion Carried. There will be a 15% surcharge to transfer delinquent sewer user fees to the tax roll. Hudson moved to increase the Grinder Pump Hookups for the Pressure System by $250 effective October 1. Nordquist supported. Roll Call Vote: Ayes: Nordquist, Carpenter, Hudson, Lofdahl, Leach. Motion Carried. Hudson moved to enter into agreement with Region 5 Ensign Fleet 31 regatta. Lofdahl supported. Roll Call Vote: Ayes: Nordquist, Leach, Carpenter, Hudson, Lofdahl. Motion Carried. Nordquist moved to let the Community Center be rented for Tai Chi classes from 3-8 p.m. for $70/month. Lofdahl supported. Roll Call Vote: Ayes: Leach, Carpenter, Hudson, Lofdahl, Nordquist. Motion Carried. Lofdahl moved to send the Civil Infractions Ordinance to Jim Murray to get his feedback. Nordquist supported. Roll Call Vote: Ayes: Leach, Carpenter, Hudson, Lofdahl, Nordquist. Motion Carried. Lofdahl moved to hire Mathews Excavation to removed the stumps at Kromiller Pt. Rd. Nordquist supported. Roll Call Vote: Ayes: Leach, Carpenter, Hudson, Lofdahl, Nordquist, Motion Carried. Carpenter moved to pre-buy propane at $1.75 per gallon for $1,800; $800 for the Community Center and $1,000 for the Town Hall. Leach supported. Roll Call Vote: Ayes: Nordquist, Lofdahl, Hudson, Carpenter, Leach. Motion Carried. Hudson moved that the Township support the attendance of two ambulance corps members at the voluntary training and that we be responsible for their liability during their attendance. Nordquist supported. All Ayes. Motion Carried. Carpenter moved to approve submitting request for Tribal 2% funds for the Fire Department. Nordquist supported. All Ayes. Motion Carried. Hudson moved to pay outstanding bills, order frames for the portal panels contingent upon successful draw of grant funds into township, Budget Amendments, documentation of signed, approved invoices so that we can close out this grant and have final report turned in by end of September for the EUPNTA/Forest Service Grant. Lofdahl supported. Roll Call Vote: Ayes: Nordquist, Leach, Carpenter, Lofdahl, Hudson. Motion Carried. Nordquist moved to do an Out of Block Budget Amendment from Bike Path, 210-000-691 Other Revenue of $1,719 into Bike Path 210-000-956 Other Expenses. Leach supported. Roll Call Vote: Ayes: Lofdahl, Carpenter, Hudson, Leach, Nordquist. Motion Carried. Nordquist moved to pay R&R for work that was taken care of in the Recreation Park in the amount of $3,160. Carpenter supported. Roll Call Vote: Ayes: Leach, Hudson, Lofdahl, Carpenter, Nordquist. Motion Carried.
