St. Ignace City Council Meeting Minutes

The regular meeting of the St. Ignace City Council was held on Monday, December 3, 2007 in the Council Chambers of the Municipal Building.

The meeting was called to order at 8:00 p.m. by Mayor Grondin with the Pledge of Allegiance.

Councilmember Wyse gave the invocation.

Present: Councilmember Della- Moretta, Fullerton, Gustafson, LaLonde, Tamlyn-Massaway, Wyse, Mayor Grondin.

Absent: None.

Staff Present: Eric Dodson, City Manager; Prentiss M. Brown, Jr., City Attorney; Renee' Vonderwerth, City Clerk; Eugene Elmer, Assessor/ Treasurer; Les Therrian, Superintendent of Utilities; Tim Matelski, Chief of Police; Deb Evashevski, DDA Director; Paul Sved, Bldg. Insp.

Minutes of the Regular Meeting of November 19, 2007 were approved as presented.

Additions to the Agenda: None.

1. REQUEST FOR PUBLIC HEARING-2008 BUDGET:

It was moved by Councilmember Gustafson, seconded by Councilmember LaLonde to hold a public hearing for the 2008 budget on Monday December 17, 2007, at 8:00 p.m. Motion carried unanimously.

2. INTRODUCTION OF THE 2008 APPROPRIATION ORDINANCE:

It was moved by Councilmember LaLonde, seconded by Councilmember Wyse to introduce the 2008 appropriation ordinance. Motion carried unanimously.

3. MACKINAC BRIDGE TOLL

INCREASE DISCUSSION:

Mayor Grondin introduced Bob Sweeney from the Mackinac Bridge Authority and requested he introduce the other members of the Authority attending with him. Mr. Sweeney introduced Mike Litzner, Chief Financial Officer, and Kim Nowak, Chief Engineer, and stated they will address questions regarding the proposals for the increase.

After a lengthy discussion, it was moved by Councilmember Gustafson, seconded by Councilmember LaLonde to have the City Council go on record, asking the City Manager and Mayor to convey their vehement opposition to proposal A as proposed in the plan. Secondly, have the City Manager draft a letter to the State Representative, State Senator and Governor, urging them to consider shifting some of the transportation dollars that are spent elsewhere to help offset the cost of this increase, and carry that message to the public hearing being held in St. Ignace. Motion carried unanimously.

4. ZONING FEES DISCUSSION:

City Manager Dodson reviewed the comparative fee schedule and proposed zoning fee changes with Council for their consideration.

5. ZONING FEES RESOLUTION CONSIDERATION:

This item was postponed until the next meeting to allow Council time to review the proposed fee changes.

6. COMMITTEE APPOINTMENTS:

At this time, Mayor Grondin went through the list of committees and requested Council's approval to reappoint all the committee members that expired in 2007 to 2009, with the following exceptions and changes:

Disband the Annexation and Paintball Committees;

Appoint Councilmember Tamlyn- Massaway to replace Jack Ryerse on the Cemetery Committee, term ending 11/09; Reappointed Pat Ramsey and John Ruegg to the DDA Committee with terms ending 12/ 2011 and himself with term ending 11/09;

To establish the Fort DeBuade Executive committee as a liaison committee between the Historical Society, the City Council and the Sault Tribe; and appoint Judy Engle and Keith Massaway to the Fort DeBuade Executive Committee with terms ending in 11/09;

Appoint Fred Paquin to the Harbor Committee to replace Senator North, who resigned, term ending 11/09;

Reappoint Renee'Vonderwerth to the Library Board with term ending 11/2012;

Appoint Councilmember Tamlyn- Massaway to replace Mayor Grondin on the Sault Tribe Liaison Committee, term ending 11/09;

Reappoint Tim Matelski to the Ski Hill Committee with term ending 11/08;

It was moved by Councilmember Della-Moretta, seconded by Councilmember LaLonde to approve the Mayors' appointments and disbandment's. Motion carried unanimously.

7. HISTORICAL SOCIETY CONTRACT:

City Manager Dodson presented a proposed lease contract from the Fort DeBuade Executive Committee, stating that they held several discussions before finalizing it and requested Council to approve the recommendation.

After reviewing the contract, it was moved by Councilmember Gustafson, seconded by Councilmember Wyse to approve the lease with the changes. At this time, Mayor Grondin requested a Roll Call Vote:

Yes: Councilmember Fullerton, Gustafson, LaLonde, Tamlyn-Massaway, Mayor Grondin, Councilmember Wyse, Della-Moretta. No: None. Absent: None.

Motion carried unanimously.

Consideration of Bills:

Councilmember Gustafson inquired on the bill from Craig Kammers in the amount of $115.00 for repair of sidewalk by Fort DeBuade museum. City Manager Dodson explained that he was hired for his expertise in laying brick and pavers' stone. In addition, Councilmember Gustafson inquired on the bill from Mackinac Plumbing and Heating in the amount of $679.00 for a motor at the Little Bear East ice arena. City Manager Dodson informed him that the motor for the ice making system had to be replaced.
