St. Ignace City Council Meeting Minutes Proceedings (Official) The regular meeting of the St. Ignace City Council was held on Monday, December 17, 2007 in the Council Chambers of the Municipal Building. The meeting was called to order at 8:00 p.m. by Mayor Grondin with the Pledge of Allegiance. Councilmember Gustafson gave the invocation. Present: Councilmember Della- Moretta, Fullerton, Gustafson, LaLonde, Tamlyn-Massaway, Wyse, Mayor Grondin. Absent: None. Staff Present: Eric Dodson, City Manager; Prentiss M. Brown, Jr., City Attorney; Renee' Vonderwerth, City Clerk; Eugene Elmer, Assessor /Treasurer; Les Therrian, Superintendent of Utilities; Tim Matelski, Chief of Police; Deb Evashevski, DDA Director; Paul Sved, Bldg. Insp; Erica Mattson, Recreation Dept. Minutes of the Regular Meeting of December 3, 2007 were approved as presented. Additions to the Agenda: Mayor Grondin - Committee Appointments. City Manager Dodson - Chamber request Compensation Committee report Sault Tribe allocations Authorization to pay all year-end bills 1. PUBLIC HEARING - 2008 BUDGET: It was moved by Councilmember Gustafson, seconded by Councilmember LaLonde to open the Public Hearing. Motion carried unanimously. After hearing no comments, it was moved by Councilmember Gustafson, seconded by Councilmember Wyse to close the Public Hearing. Motion carried unanimously. 2. ADOPTION OFORDINANCE #613 - 2008 APPROPRIATION ORDINANCE: It was moved by Councilmember LaLonde, seconded by Councilmember Wyse to adopt Ordinance No. 613. Motion carried unanimously. 3. MEETING CHANGES - LIBRARY, LITTLE BEAR EAST, SCHOOL: Mayor Grondin requested Council's approval to change the following Council Meetings to different locations in 2008: Library on January 21, 2008 at 8:00 p.m., Little Bear East on February 18, 2008 at 8:00 p.m., and LaSalle High School on March 17, 2008 at 1:30 p.m. It was moved by Councilmember LaLonde, seconded by Councilmember Wyse to approve the Mayor's request. Motion carried unanimously. 4. MACKINAC BRIDGE REPORT: City Manager Dodson updated Council on the proposed Mackinac Bridge toll increase, stating that Mayor Grondin and he testified at the hearing in St. Ignace regarding the economic impact of the proposal, adding that they also traveled to Lansing for the hearing as well. In addition, he informed Council that they were able to talk to seven legislators while in Lansing regarding the status of the work crews and the consideration of adding a seat to the Mackinac Island State Park Commission from the St. Ignace area. 5. ZONING/PLANNING FEE CONSIDERATION: RESOLUTION The following Resolution was offered for adoption by Councilmember Della- Moretta, supported by Councilmember Fullerton: WHEREAS, the City of St. Ignace has the responsibility and the authority to enforce the provisions of Act 207 of the Public Acts of the State of Michigan for 1921, as amended, and known as the City or Village Zoning act, and WHEREAS, the City of St. Ignace has the responsibility and the authority to enforce the provisions of Section 9 of Act 230 of the Public Acts of the State of Michigan for 1972, as amended, and known as the State Construction Code Act, and WHEREAS, the City of St. Ignace has adopted the "Code of Ordinances, City of St. Ignace" Chapter 38, Zoning Chapter 6, Article II, "Single State Construction Code", enabling the City of St. Ignace to enforce the provisions of the Public Acts, and WHEREAS, the City of St. Ignace, by its adoption of the local ordinances, has the authority to establish the zoning permit fees and meeting fees in order to enforce the provisions of the Public Acts. THEREFORE BE IT RESOLVED, the Zoning permit/meeting fees for the City of St. Ignace be established as follows: Regular Meeting of the ZBA - $200 Special Land Use Hearing, $200 Planning Commission Review, Off Premise Sign Permit $200 Roll Call Vote: Yes: Councilmember Fullerton, Gustafson, LaLonde, Tamlyn- Massaway, Wyse, Mayor Grondin, Councilmember Della-Moretta. No: None. Absent: None. Resolution declared Adopted. 6. POLICE CAR BID REQUEST: City Manager Dodson stated that the Chief of Police and Superintendent of Utilities requested authorization to advertise the sale of two old police cars with a minimum bid of $500 and $300, and the 1965 Austin Western grader with a minimum bid of $750. It was moved by Councilmember Gustafson, seconded by Councilmember Tamlyn-Massaway to authorize the City Manager to advertise the two police cars and grader as discussed, and openthe bids at a public meeting. Motion carried unanimously. 7. SKI HILL REQUEST - SNOWMOBILE: City Manager Dodson tabled this item stating that no action needs to be taken on this item as the purchase of a Snowmobile was allocated in the 2008 budget and the ski hill committee will research the purchase. 8. CITY MANAGER DODSON - CHAMBER OF COMMERCE PROPOSAL: City Manager Dodson stated that the Chamber is requesting Council's support to host a wine tasting event at the Pavilion once a week for 10 weeks during the months from July to September from 6pm to 8pm. Janet Peterson from the Chamber of Commerce informed Council on the activities that would be associated with this and explained that it would all depend on the approval of the Liquor License. It was moved by Councilmember Gustafson, seconded by Councilmember Wyse to endorse the proposal in concept at this time. Motion carried unanimously. Secondly, City Manager Dodson informed Council that the Compensation Committee met today and recommended to leave the wage amounts the same. It was moved by Mayor Grondin, seconded by Councilmember Gustafson to accept the recommendation from the Compensation Committee. Motion carried unanimously. Third, City Manager Dodson informed Council that the City received $18,000 from the Sault Tribe for two new snowplows and a snow blower for the holder; and $20,000 for utilities at Little Bear East as part of the current 2% allocation. It was moved by Councilmember Gustafson, seconded by Councilmember LaLonde to authorize the City Manager to write a letter of appreciation to the Sault Tribe for their generous contribution to the City. Motion carried unanimously. Lastly, City Manager Dodson requested Council's approval for the City Clerk to pay all bills for the year. It was moved by Councilmember Wyse, seconded by Councilmember Della- Moretta to allow the City Clerk to pay all bills for year-end. Motion carried unanimously. 9. MAYOR GRONDIN - APPOINTMENTS: Mayor Grondin requested Council's approval to reappoint Jack Ryerse to the Cemetery Committee. It was moved by Councilmember Gustafson, seconded by Councilmember Tamlyn-Massaway to accept the Mayor's appointment of Jack Ryerse to the Cemetery Committee. Motion carried unanimously. Secondly, Mayor Grondin requested Council's approval to appoint Ollie Boynton to the Transportation Museum Committee as the fifth member. It was moved by Councilmember Fullerton, seconded by Councilmember LaLonde to approve the Mayor's appointment of Ollie Boynton to the Transportation Museum Committee. Motion carried unanimously. Consideration of Bills: Councilmember Gustafson inquired on the bill from UPNorth Fire for $1050. Councilmember LaLonde informed him that it is quarterly maintenance on the fire trucks. Councilmember LaLonde asked Les Therrian if the DPW has access to a lift at the City Garage for changing tires. Les Therrian informed him that they don't have a tire-changing machine at the garage.
