St. Ignace City Council Meeting Minutes

The regular meeting of the St. Ignace City Council was held on Monday, January 21, 2008 at the St. Ignace Public Library.

The meeting was called to order at 8:00 p.m. by Mayor Grondin with the Pledge of Allegiance.

Councilmember Gustafson gave the invocation.

Present: Councilmember Della-Moretta, Fullerton, Gustafson, LaLonde, Tamlyn-Massaway, Mayor Grondin.

Absent: Councilmember Wyse. (excused).

Staff Present: Eric Dodson, City Manager; Prentiss M. Brown, Jr., City Attorney; Renee' Vonderwerth, City Clerk; Eugene Elmer, Assessor/ Treasurer; Les Therrian,Superintendent of Utilities; Tim Matelski, Chief of Police; Cindy Patten, Librarian.

Minutes of the Regular Meeting of January 7, 2008 were approved as presented.

Additions to the Agenda:

7. Mayor Grondin - Comment. 8. City Manager Dodson - Fort DeBuade Report.

1. LIBRARY REPORT:

Cindy Patten, Librarian, reviewed the St. Ignace Public Library Annual Report with Council, informing Council of the success of new programs offered at the Library, a 7% increase in circulation and grants and donations received from the St. Ignace Area Community Foundation, Gates Foundation, Kiwanis, and Michilimackinac Historical Society. In addition, Cindy updated Council on the St. Ignace history book project the Library is currently working on, requesting historic pictures of St. Ignace that anyone would have available.

2. MAM REPORT - MAYOR GRONDIN: Mayor Grondin informed Council that on November 20, 2007 he was appointed to the Michigan Association of Mayors Board of Directors, and updated Council on the issues discussed at his first meeting on January 17th. In addition, Mayor Grondin stated that he would continue to bring reports back to Council regarding these meetings.

3. RECREATION BOARD APPOINTMENT:

Mayor Grondin informed Council that Lynn Piippo has resigned from the Recreation Board. In addition, the Visitors Bureau has recommended Mark Sposito to fill the vacancy. At this time, Mayor Grondin accepted the recommendation of the Visitors Bureau and requested Council to approve the appointment of Mark Sposito to the Recreation Board. It was moved by Councilmember LaLonde, seconded by Councilmember Gustafson to approve the appointment of Mark Sposito to the Recreation Board. Motion carried unanimously.

4. SPECIAL EVENTS RESOLUTION - POND HOCKEY: RESOLUTION

The following Resolution was offered for adoption by Councilmember Della-Moretta, supported by Councilmember LaLonde:

WHEREAS, the St. Ignace Hockey Association, the Chamber of Commerce and the St. Ignace Visitors Bureau request permission to conduct the Bayside Ice Festival, and

WHEREAS, this event does not require the usage of any public-owned property, and

WHEREAS, Ordinance No. 413 of the City of St. Ignace, "The Peddler's Ordinance", requires certain criteria be met in order for the event to be held.

NOW THEREFORE BE IT RESOLVED, that the St. Ignace City Council has determined that the St. Ignace Hockey Association, the Chamber of Commerce and the St. Ignace Visitors Bureau meet the criteria established in the various sections of the Ordinance No. 413, and

FURTHER BE IT RESOLVED, that the City Council approves Special Events status for the Bayside Ice Festival on Friday, February 16, 2008 through Sunday, February 24, 2008.

Roll Call Vote: Yes: Councilmember Fullerton, Gustafson, LaLonde, Tamlyn-Massaway, Mayor Grondin, Council-member Della-Moretta.

No: None. Absent: Councilmember Wyse. Resolution declared Adopted.

5. TRANSPORTATION MUSEUM:

City Manager Dodson updated Council on the status of the Transportation Museum, stating that Deb Evashevski is continuing to work on the grant application for the proposed Transportation Museum and the project is progressing.

In addition, City Manager Dodson stated that the City has an opportunity to receive one of three Chief Wawatam engines for display in St. Ignace, potentially at the Transportation Museum and requested Council's support to accept the donation of this engine.

After discussing the issue of transporting and storing the engine, it was moved by Mayor Grondin, seconded by Councilmember Fullerton to accept the donation of the engine. Motion carried unanimously.

6. WATER/SEWER REPORT:

City Manager Dodson updated Council on the status of the Water and Sewer funds, stating that it is staying on course and currently in the black.

7. MAYOR GRONDIN - COMMENT:

Mayor Grondin informed Council that he had the opportunity to ride in a snowplow with Clifford Belonga during the last snowstorm and commended Gary Bigelow and his crew for the excellent job they do.

8. CITY MANAGER DODSON - FORT DEBUADE:

City Manager Dodson informed Council that the Fort DeBuade Committee met to discuss the problems the snow has created at Fort de Buade, informing them that the electrical service was severed by the snow coming off the roof. The power and gas have been disconnected at this time and the committee has recommended fronting the money to Fort de Buade to fix the electrical, adding that this is being made partly possible by the patience of the City Attorney who is deferring payment on his bill.

Consideration of Bills: There were no considerations at this time.

Public Comment:

At this time, Donna Pope also commented on the great job the DPW does on snow removal for the City.
