St. Ignace City Council Meeting Minutes

The regular meeting of the St. Ignace City Council was held on Monday, April 7, 2008 in the Council Chambers of the Municipal Building. The meeting was called to order at 8:00 p.m. by Mayor Grondin with the Pledge of Allegiance. Councilmember Wyse gave the invocation. Present: Councilmember Della-Mor - etta, Fullerton, Gustafson, La Londe, Tamlyn-Massaway,Wyse, Mayor Gron - din.

Absent: None. Staff Present: Eric Dodson, City Manager; Prentiss M. Brown, Jr., City Attorney; Renee' Vonderwerth, City Clerk; Les Therrian, Superintendent of Utilities; Tim Matelski, Chief of Police; Deb Evashevski, DDA Director; Bucky Robinson, Fire Chief; Paul Sved, Building Inspector.

Minutes of the Regular Meeting of March 17, 2008 were approved as written.

Additions to the Agenda: 10. Mayor Grondin - Request.

1. PUBLIC HEARING - MUSEUM OF OJIBWA CULTURE: It was moved by Councilmember LaLonde, seconded by Council member Wyse to open the Public Hearing. Motion carried unanimously. Shirley Sorrels updated Council on the condition of the Museum, informing them that the purpose of the grant is to do the needed repairs to meet the Department of Interiors guidelines for historic preservation. On behalf of the St. Ignace Visitor's Bureau, Lynne Piippo stated that they support the efforts to maintain the structure. It was moved by Councilmember Wyse, seconded by Councilmember Della- Moretta to close the Public Hearing. Motion carried unanimously. It was moved by Councilmember Gustafson, seconded by Council member LaLonde to support the museum project. Motion carried unanimously.

2. PUBLIC HEARING - TRANSPORTATION MUSEUM: It was moved by Councilmember LaLonde, seconded by Council member Wyse to open the Public Hearing. Motion carried unanimously. Deb Evashevski, on behalf of Ollie Boynton, voiced his concern stating that the Straits State Park is not on the tax roll and it brings in substantial revenue to the City of St. Ignace. In addition, Deb offered Council information on visitors to the St. Ignace Welcome Center and read an excerpt from the Master Plan, stating that the Master Plan is a changing document and is not set in stone. On behalf of the Visitors Bureau, Lynne Piippo offered their support for the efforts being put forth in getting this museum off the ground. Dean Baker voiced his concern regarding the removal of property from the tax rolls and how it would impact the tax revenue. It was discussed how the economic benefits could outweigh the tax revenue. It was moved by Councilmember Wyse, seconded by Councilmember LaLonde to close the Public Hearing. Motion carried unanimously. It was moved by Councilmember Gustaf son, seconded by Council member Fuller ton to continue to proceed with the transportation study. Motion carried un - animously.

3. TRANSPORTATION MUSEUM UPDATE: City Manager Dodson brought Council's attention to the pictures of the exhibit "Bridging the Straits" by Larry Rubin housed at Central Mich igan University. He informed Council that he met with the Clark Historical Library Curator and Frosty Wyrick, the father of the 101-foot model of the Mackinac Bridge, stating that there's a lot of potential for the transportation museum that needs to be pursued.

4. HOSPITAL PROJECT PRESENTATION/ UPDATE: Mayor Grondin introduced Rod Nelson from the Hospital Board to answer questions regarding the hospital project. At this time, Rod Nelson introduced Ron Mitchell, Senator Walter North and Richard Smith; members of the hospital board also present to offer input and answer questions. During the course of his presentation, Rod Nelson requested Council's endorsement for the Hospital Author ity Proposition on the ballot for the May 6, 2008 election. It was moved by Mayor Grondin, seconded by Councilmember LaLonde to fully support this project and the passage of the proposal at the May 6 election. Motion carried unanimously.

5. POLICE PROTECTION RESOLUTION: The following Resolution was offered by Councilmember LaLonde, supported by Councilmember Wyse:

City of St. Ignace

Resolution Resolution Authorizing Adoption of Agreement for Reciprocal Police Pro tection in the Straits Area of Che boygan, Emmet and Mackinac Coun ties

WHEREAS, it is the mutual advantage and benefit of the Straits area to render supplemental police protection for special events, or a local emergency which requires the combined forces of one or all of the municipalities involved, and

WHEREAS, under the provisions of Act 35 of the Michigan Public Acts of 1951 as amended, (M.S.A. 5.4081 et seq) an agreement of this type can be entered into, and

WHEREAS, all municipalities involved are geographically located in proximity to each other in the Counties of Mackinac, Cheboygan, and Emmet, and

WHEREAS, the City of St. Ignace, the Village of Mackinaw City, and the City of Mackinac Island wish to join in such a mutual agreement, said agreement attached, and

WHEREAS, the provisions of the agreement will be invoked only when agreed to by all entities and only utilized when it is deemed necessary, in the opinion of the local Police Chief, to request outside assistance because all local facilities have been exhausted and outside assistance is needed.

NOW, THEREFORE, BE IT RESOLVED, that this agreement is hereby approved by the City of St. Ignace and Mayor, Paul C. Grondin, is hereby authorized to sign said agreement on behalf of the City of St. Ignace. Roll Call Vote: Yes: Councilmember Fullerton, Gusta - fson, LaLonde, Tamlyn-Massaway, Wyse, Mayor Grondin, Council member Della-Moretta. No: None. Absent: None. Resolution declared Adopted.

6. GARAGE SALE RESOLUTION:

Resolution The following Resolution was offered for adoption by Councilmember Wyse, supported by Councilmember Gusta fson:

WHEREAS, the St. Ignace Busi ness Association is requesting to sponsor the Community Garage Sale, and

WHEREAS, Ordinance No. 413 of the City of St. Ignace, "The Peddler's Ordinance", requires certain criteria be met in order for the event to be held.

THEREFORE BE IT RESOLVED, that the St. Ignace City Council has determined that the St. Ignace Busi ness Association does meet the criteria established in the various sections of Ordinance No. 413, and

FURTHER BE IT RESOLVED, that the City Council does approve the usage of downtown property for this event on June 14, 2008. Roll Call Vote: Yes: Councilmember Gustafson, La - Londe, Tamlyn-Massaway, Wyse, Mayor Grondin, Councilmember Della- Moretta, Fullerton. No: None. Absent: None. Resolution declared adopted.

7. TAXI CAB FEES INCREASE: City Manager Dodson informed Council that Straits Taxi submitted a letter requesting an increase in the taxi fares by $1.00, due to the rising fuel costs. It was moved by Councilmember Fullerton, seconded by Council member LaLonde to approve the request. Motion carried unanimously.

8. LEGISLATIVE CONFERENCE REPORT: City Manager Dodson informed Council that the conference was very informative, adding that there might be a possible 4% increase in revenue sharing for the next budget.

9. CITY CHARTER REVIEW: Mayor Grondin stated that this is the third and final phase for collecting suggestions for changes in the Charter and submitting them to the City Manager for compilation. City Man ager Dodson stated that he will compile the information for Council's review and then a work session could be scheduled to review the information.

10. MAYOR GRONDIN - REQUEST: Mayor Grondin informed Council that the memorial services for former Mayor "Pete" France will be held on April 19, 2008 in Norway and requested Council's approval to lower the flags at City Hall on that day in memory of Mayor France. It was moved by Mayor Grondin, seconded by Councilmember Fullerton to approve the lowering of the flags on April 19, 2008 in memory of Mayor France. Motion carried unanimously.

Consideration of Bills: Councilmember Gustafson inquired on the bill from Belonga Plumbing regarding the coding. Les Therrian stated that it was coded to the wrong account. In addition, Councilmember Gustafson inquired on the policy for videotaping, referencing a bill from Belonga Plumbing. Les Therrian explained that with private services a video is done first to determine responsibility.

Public Comment: Mike Buby commented on the probability of passage for the hospital proposal. Dean Baker commented on the question and answer information handed out after the presentation regarding the hospital proposal.
