3rd Woman Dies After Hit and Run
A third woman has died following a hit and run accident July 25, in Newton Township. Jonel Hoogterp, 26, died Friday, July 31, at Marquette General Hospital from injuries sustained when she and others were struck by an SUV on South Gould City Road.
Ms. Hoogterp grew up in Engadine and was graduated from Engadine High School before moving to Durham, North Carolina. She, and the others walking on the road, were taking part in a family reunion in Gould City over the weekend.
Two others, Julie Hatch, 31, of Durham, and Sara Dobbrastine, 24, of Kent City, were also killed during the incident, as The St. Ignace News reported July 30.
Several others were injured when the truck struck the group from behind. Those struck were walking along the northbound side of the roadway, according to the sheriff's office. Two pet dogs were also killed.
Dustan Bowen, 28, of Sanford, northwest of Midland, was arrested in the incident and arraigned in 92nd District Court on a multiple count warrant, including two counts of second degree murder and failing to stop at the scene of a fatal accident.
After the death of Ms. Hoogterp, those charges were amended Monday, August 3, to three counts of second degree murder and three counts of failing to stop at the scene of a fatal accident. One of the two original counts of failure to stop at the scene of an accident resulting in serious impairment was withdrawn.
One other person injured in the collision, whose name is not being released by police, remains hospitalized.
Police arrested Mr. Bowen early Sunday morning in the woods, a few miles from the scene of the incident, after he had fled the scene.
Under the amended charges, Mr. Bowen is being charged by Mackinac County Prosecuting Attorney Fred Feleppa with three counts of second degree murder, three counts of failure to stop at the scene of an accident when at fault, resulting in death, one count failure to stop at the scene of an accident resulting in serious impairment, two counts of killing animals, and one count driving outside license restrictions.
Mr. Bowen was under driver's license restrictions to drive only to and from specific locations.
If found guilty, Mr. Bowen could face up to life in prison, Mr. Feleppa said.
Mr. Bowen is being held at Mackinac County Jail on a $1 million bond pending his preliminary examination, scheduled for Monday, August 10.
An obituary for Ms. Hoogterp is published in this issue of The St. Ignace News. Obituaries for Ms. Hatch and Ms. Dobbrastine were published July 30.
